Public entities have the responsibility to ensure the horizontal infrastructure under their controls needs to be maintained and modernized on a schedule that keeps the value of the public asset from deteriorating. Public entities must allocate a proper amount of their budgets to efficiently renovating and maintaining infrastructure.
